Travelers need travel authorization to visit United States Virgin Islands for Business or Tourism.
The Electronic System for Travel Authorization (ESTA) is an online application that determines the eligibility of visitors to enter United States Virgin Islands. Once the application is approved, travelers receive their ESTA confirmation electronically.
A valid ESTA is required to visit the country. If the ESTA is expired or doesn’t match the traveler’s passport information, travelers will not be able to board their flight.
United States permanent residents or holders of valid United States visas don’t need an ESTA.

International travelers who wish to transit through United States Virgin Islands must apply for authorization. You must get an ESTA before your flight.
An ESTA is delivered electronically and is tied directly to your passport. Apply online at least 72 hours before traveling to United States Virgin Islands.

Mexican permanent residents and citizens can enter United States Virgin Islands with Border Crossing Card (also known as a "Laser Visa").
