Border Status
Entry restricted for unvaccinated travelers
Unvaccinated travelers are not allowed to enter Singapore.
Entry restrictions do not apply to:
- Singapore citizens and residents;
- Travelers under the age of 13.
Transit is allowed
Travelers are allowed to transit through Singapore’s Changi Airport.
Singapore does not require proof of negative COVID-19 test results, travel visas, or entry approvals for transit travelers with flights booked on the same itinerary in order to ensure their checked-in luggage can be tagged through from the origin airport to their final destination. Travelers with flights operated by different airlines on the same journey are accepted if the flights are made under the same booking. Travelers connecting through Changi Airport should consult with their airline for further details.
Travelers who intend on passing through arrival immigration to enter Singapore or travelers who booked separate flights under different itineraries which require them to enter Singapore to collect baggage and check in again for their connecting flight are not considered transit travelers. These travelers are responsible for ensuring they fulfill all requirements to enter Singapore.

Before You Leave
Proof of negative pre-departure COVID-19 test results for unvaccinated travelers
Unvaccinated travelers, including Singapore citizens and residents, must have a negative COVID-19 PCR or antigen rapid test result. The test must be taken a maximum of 2 days before departure to Singapore by an internationally accredited or recognized lab/clinic/medical facility and must be in English or include an English translation.
The Ministry of Health of Singapore provides a list of approved test providers in third countries. For countries not available on the list, travelers should check with the country/region of departure’s Department of Health or Ministry of Health equivalent for approved test providers.
This requirement does not apply to:
- Travelers aged 12 years and under in this calendar year;
- Unvaccinated travelers with proof of recovery. Accepted proof of recovery must be a COVID-19 PCR or rapid antigen test result administered at an approved facility, or a medical discharge memo issued by the relevant state authority, showing a positive result between 14 to 90 days before the date of departure. Proof of recovery must be in English or accompanied by an English translation, contain the traveler's name, date of the test, date of birth or passport number, and must not be handwritten;
- Unvaccinated travelers who test positive in the 14 days before departure. These travelers must present proof of an accepted negative COVID-19 PCR test or antigen rapid test taken a maximum of 72 hours after their first positive test.

Mandatory health declaration form
All travelers are required to submit a health declaration before arrival in Singapore.
Travelers can submit their electronic health declaration 3 days before arrival. Travelers are required to complete every item in this health declaration card and submit it to the Officer-in-Charge on disembarkation.
This requirement does not apply to:
- Transit travelers without seeking immigration clearance; Singapore residents and Long-Term Pass holders arriving through the land checkpoints, with vaccination status reflected in TraceTogether and/or HealthHub apps or who have successfully verified their digital overseas vaccination certificate on Vaccination Check Portal (VCP).
Mandatory contact-tracing app
Travelers are required to download the TraceTogether app or rent a TraceTogether token during their stay in Singapore. Please check the source for more details.
This requirement does not apply to:
- Travelers under the age of 7.
Re-entry permission required for some unvaccinated travelers
Some unvaccinated travelers are required to apply for approval from the Singapore Government to enter.
Permanent Resident In-Principle Approval holders (IPA), Immediate family members of Singapore citizens/permanent residents, short-term visitors entering for a compassionate reason, and adopted children of Singapore citizens/permanent residents holding a Dependent’s Pass-IPA issued by the Ministry of Social and Family Development are all required to apply for approval a minimum of 4 days before arrival.
Long-term Pass holders aged 18 years and older who are medically ineligible for vaccines and former Student’s Pass holders returning to Singapore to fulfill scholarship obligations are required to apply for approval a minimum of 1 week before arrival.

- Unvaccinated travelers under the age of 13;
- Singapore citizens and permanent residents;
- Long-term Pass Holders aged 13 to 17.
Mandatory health insurance
Unvaccinated short-term visitors are required to have travel insurance for COVID-19-related medical treatment and hospitalization costs in Singapore, with a minimum coverage of SGD $30,000.00. Visitors should purchase travel insurance prior to traveling to Singapore. Short-term visitors are required to prepare an electronic or physical copy of their insurance policy to bring with them to facilitate their entry into Singapore. Other Pass holders are encouraged to buy medical insurance with appropriate coverage before entering Singapore.
This requirement does not apply to:
- Singapore citizens and residents;
- Fully vaccinated travelers;
- Unvaccinated travelers under the age of 12;
- Long-term Pass holders.
For Transit
No proof of negative pre-departure COVID-19 test results required for transit
Travelers are not required to provide proof of a negative COVID-19 test result to make a transit connection in Singapore.
On Arrival
Mandatory 7-day quarantine and testing for unvaccinated travelers
Unvaccinated travelers are required to quarantine for 7 days in a hotel or in an approved accommodation and take a COVID-19 PCR test at the end of quarantine.
This requirement does not apply to:
- Travelers under the age of 13.

Masks are mandatory in public
Travelers aged 6 years and older must wear masks when leaving their homes in indoor public places. Travelers are recommended to wear masks in outdoor public settings when social distancing cannot be maintained.
