Travelers are allowed to enter Portugal. Please check the documentation, quarantine, and/or testing requirements before traveling.
Travelers unable to present a vaccination certificate recognized as valid by the Portuguese government are required to comply with rules for unvaccinated travelers. Please see the Mandatory prof of vaccination for more details.
Transit is allowed with restrictions
Travelers are allowed to transit through Portugal by air following the listed procedures.

Before You Leave
Proof of negative pre-departure COVID-19 test required
Most travelers from selected countries must have a negative COVID-19 RT-PCR (or similar NAAT) test result. The test must be taken a maximum of 72 hours before the first departure to Portugal. Alternatively, travelers may present a laboratory antigen test (TRAg) taken a maximum of 24 hours before departure to Portugal. Only antigen tests acceptable by the European Union Health Committee are accepted for travel. The results must be in Portuguese, French, English, Spanish, or Italian and may be presented in paper or digital format. Self-tests are not accepted.
This testing requirement includes travelers in transit.

This requirement does not apply to:
- Travelers under the age of 12;
- Travelers with a valid vaccination or recovery certificate demonstrated via the EU Digital COVID Certificate or equivalent;
- Travelers with a valid certificate of recovery issued not earlier than 11 days but not later than 180 days or certificate of vaccination issued by Albania, Andorra, Armenia, Benin, Cabo Verde, El Salvador, Faroe Islands, Georgia, Israel, Iceland, Indonesia, Jordan, Lebanon, Liechtenstein, Moldova, Monaco, Montenegro, Morocco, New Zealand, North Macedonia, Norway, Panama, San Marino, Serbia, Seychelles, Singapore, Switzerland, Taiwan, Thailand, Tunisia, Togo, Turkey, Ukraine, United Arab Emirates, United Kingdom, Uruguay, Vietnam, and Vatican City.

Mandatory proof of vaccination for Portugal
Travelers who are fully vaccinated must present a valid vaccination certificate. Travelers must have received all doses required of the vaccine, including a combination of 2 different vaccines, at least 14 days before travel and no more than 270 days before travel. Travelers that have received a booster dose may have had their last dose outside the 14-270 day window.
Vaccine certificates issued by third countries are accepted under reciprocal conditions and must be with a vaccine approved by the EMA (Janssen, AstraZeneca/Vaxzevria, Moderna/Spikevax, Pfizer-BioNTech/Comirnaty, Novavax/Nuvaxovid), or Sinopharm (Vero Cell), Sinovac (Coronavac), Bharat Biotech International (Covaxin), Verity Pharmaceuticals, Fiocruz, or R-Pharm.
Currently, certificates from Albania, Andorra, Armenia, Benin, Cape Verde, Colombia, El Salvador, Faroe Islands, Georgia, Israel, Iceland, Indonesia, Jordan, Lebanon, Liechtenstein, Malaysia, Moldova, Monaco, Montenegro, Morocco, New Zealand, North Macedonia, Norway, Panama, San Marino, Serbia, Seychelles, Singapore, Switzerland, Taiwan, Thailand, Tunisia, Togo, Turkey, Ukraine, United Arab Emirates, United Kingdom, Uruguay, Vietnam, and Vatican City are accepted under reciprocity.
Travelers with access to the EU Digital Certificate, non-EU countries with certificates accepted by the EU Digital COVID Certificate system, or NHS COVID Pass may use it to present proof.
Travelers unable to present a vaccination certificate recognized as valid by the Portuguese government are required to comply with rules for unvaccinated travelers.
This requirement does not apply to :
- Travelers with a valid certificate of recovery from COVID-19;
- Travelers under the age of 12.
Mandatory registration form
Travelers arriving from selected countries must complete a data registration form.
On Arrival
No quarantine required
Travelers are not required to quarantine on arrival in Portugal.
Mandatory health declaration form for the Azores
Travelers are required to complete a health form before arrival in the Azores. Once the form is completed, travelers will receive a code for presentation to the health authorities on arrival.
If travelers choose not to fill out this pre-departure form (or can not access it because the website is down), they will be asked to complete another health form on arrival (available as a downloadable form).
This requirement does not apply to:
- Travelers with a valid EU Digital COVID Certificate of vaccination or recovery.
