Entry restricted for unvaccinated travelers
Unvaccinated travelers are not allowed to enter the Cook Islands.
Entry restrictions do not apply to:
- Travelers who are fully vaccinated;
- Travelers under the age of 16;
- Cook Islanders (as verified via Cook Islands Status stamp);
- Permanent Residents of the Cook Islands;
- Cook Islands work permit holders;
- Cook Islands immigration permit holders;
- Person who holds a vaccination medical exemption from either the Cook Islands Secretary of Health or the New Zealand Director-General of Health.

No proof of a negative pre-departure COVID-19 test result
Travelers are not required to have a negative COVID-19 test result to enter Cook Island.

Travelers who will be staying in more than one location are recommended to register on the CookSafe+ app and be assigned a unique CookSafe QR Code to track the traveler’s movement and help with contact tracing when in the Cook Islands.

Travelers are recommended to have travel insurance that provides coverage against COVID-19 before their travel.
Mandatory proof of vaccination for Cook Islands
Travelers must have a valid vaccination certificate showing they have received 2 vaccine doses 14 days before traveling to the Cook Islands.
This vaccination requirement doesn’t apply to the following travelers:
- Travelers under the age of 16;
- Travelers who are Cook Islanders or Permanent residents;
- Travelers who hold a medical vaccination exemption from either the Cook Islands Secretary of Health or the New Zealand Director-General of Health.
