Border Status
Entry restricted for international travelers
Most international travelers are not allowed to enter or transit through mainland China.
Travelers who transit through a third country on their way to mainland China must receive a new health code in that country and repeat their pre-departure COVID-19 tests. Travelers should avoid traveling on indirect flights to mainland China and must check with their local Chinese embassy or consulate if direct flights are not available.
Entry restrictions do not apply to:
- Chinese citizens;
- Diplomatic, service, courtesy, or C visas;
- Foreigners with a Chinese Residence Permit issued by China (People’s Rep.) for the purpose of work, personal matters or reunions;
- Hong Kong SAR, Macao SAR and Taiwan passport holders traveling to Mainland China on their relevant entry permit;
- Foreign nationals with a visa issued on or after 28 March 2020;
- Foreign nationals holding a Chinese Mainland Permanent Resident Card;
- International travelers coming to mainland China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates.

Proof of negative pre-departure COVID-19 test results for vaccinated travelers
All fully vaccinated travelers must have a negative COVID-19 PCR test taken a maximum of 7 days before boarding.Â
- Fully vaccinated travelers who received an inactivated COVID-19 vaccine must have a negative PCR COVID-19 test result and a positive IgM antibody test result, or alternatively, they can have 2 PCR tests taken in 2 separate clinics or sent to 2 separate testing agencies from the same clinic.
- Fully vaccinated travelers who received a non-inactivated vaccine must have a negative PCR COVID-19 test result and an IgM antibody test against N protein alternatively, they can have 2 PCR tests taken in 2 separate clinics or sent to 2 separate testing agencies from the same clinic.

Mandatory health declaration form before arrival
All travelers entering mainland China are required to submit a health declaration form, which can be done with an online form or via WeChat. Travelers are required to declare their health information a maximum of 24 hours before their entry.
Alternatively, the China Customs mobile app can be used for nationalities where WeChat is not available.
To make the declaration with WeChat, travelers should search for "passenger fingertip service" within the app. Once the declaration is complete a QR code will be generated which can be scanned by immigration.
Mandatory proof of vaccination for mainland China
Travelers who are fully vaccinated must have proof of vaccination having received all doses required at least 14 days before travel.
Travelers must download the vaccination statement document, sign it by hand and upload it along with their COVID-19 test certificates and proof of vaccination to the Health Code app.
Inactivated and non-inactivated vaccines are allowed to enter mainland China as long as the documentation is correct. Travelers must contact the embassy to confirm documentation.

Mandatory health code application before departure
All travelers entering mainland China are required to apply for a green health QR code with the "HS" mark (for Chinese nationals) or "HDC" mark (for foreign nationals), or a certified health declaration form from the Chinese consulate in the country of origin before boarding their flight.
Chinese nationals can obtain the green health code through the WeChat app ‘Fang Yi Jian Kang Ma Guo Ji Ban’, and foreign nationals can obtain the green health code through the link below for foreign nationals.
Travelers are required to upload all negative test results (not including the tests taken on the day of departure), proof of vaccination (if applicable), passport information, and all other required documentation. Travelers must follow the instructions of their "HS" mark (for Chinese nationals) or "HDC" mark (for foreign nationals) and travel within the validity period. Travelers will be required to show their approved green health QR code at check-in.

Mandatory health declaration form form for Hangzhou
Travelers arriving at Hangzhou (HGH) are required to present a completed health declaration form prior to arrival. This form is only required for travelers entering Hangzhou.

Mandatory COVID-19 test on arrival
Travelers are required to take a COVID-19 PCR test on arrival.
Mandatory 14-day quarantine
Travelers are subject to health checks (likely involving nucleic acid or swab tests), including during transit, followed by a 14-day quarantine at a government-selected facility or hotel at the traveler's expense. During this period follow-up COVID-19 tests are likely to take place. Those failing health checks or with positive COVID-19 test results may be sent to a designated hospital for treatment.
Travelers entering Beijing will be subject to an additional 7-day quarantine and 7-day health surveillance.
