Border Status
Entry restricted for international travelers
Most international travelers are not allowed to enter or transit through mainland China.
Travelers who transit through a third country on their way to mainland China must receive a new health code in that country and repeat their pre-departure COVID-19 tests. Travelers should avoid traveling on indirect flights to mainland China and must check with their local Chinese embassy or consulate if direct flights are not available.
Entry restrictions do not apply to:
- Chinese citizens;
- Diplomatic, service, courtesy, or C visas;
- Foreigners with a Chinese Residence Permit issued by China (People’s Rep.) for the purpose of work, personal matters or reunions;
- Hong Kong SAR, Macao SAR and Taiwan passport holders traveling to Mainland China on their relevant entry permit;
- Foreign nationals with a visa issued on or after 28 March 2020;
- Foreign nationals holding a Chinese Mainland Permanent Resident Card;
- International travelers coming to mainland China for necessary economic, trade, scientific or technological activities or out of emergency humanitarian needs may apply for visas at Chinese embassies or consulates.

Proof of negative pre-departure COVID-19 test results
Travelers are required to have 2 negative COVID-19 PCR test results. The first PCR test must be taken a maximum of 48 hours before boarding. The second COVID-19 PCR test results must be taken a maximum of 12 hours before boarding.
Alternatively, travelers may take a second COVID-19 PCR test results a maximum of 24 before boarding to mainland China, plus they are required to take a COVID-19 antigen test results a maximum of 12 hours before boarding.
Collected samples must be tested at a laboratory institution that is on the list released by the Chinese embassy and consulates.
Travelers must apply for a health QR code with the “HS” mark (for Chinese nationals) or “HDC” mark (for foreign nationals) or a certified health declaration form from the Chinese consulate in the country of origin before boarding the flight. Alternatively, travelers may get their code online.

Mandatory health declaration form before arrival
All travelers entering mainland China are required to submit a health declaration form, which can be done with an online form or via WeChat. Travelers are required to declare their health information a maximum of 24 hours before their entry.
Alternatively, the China Customs mobile app can be used for nationalities where WeChat is not available.
To make the declaration with WeChat, travelers should search for “passenger fingertip service” within the app. Once the declaration is complete, a QR code will be generated, which can be scanned by immigration.
Mandatory health code application before arrival
All travelers entering mainland China are required to apply for a health QR code with the “HS” mark (for Chinese nationals) or “HDC” mark (for foreign nationals) or a certified health declaration form from the Chinese consulate in the country of origin before boarding their flight.
Chinese nationals can obtain the health code through the WeChat app ‘Fang Yi Jian Kang Ma Guo Ji Ban,’ and foreign nationals can obtain the health code through the link below for foreign nationals.
Travelers are required to upload all negative test results (not including the tests taken on the day of departure), proof of vaccination (if applicable), passport information, and all other required documentation. Travelers must follow the instructions of their “HS” mark (for Chinese nationals) or “HDC” mark (for foreign nationals) and travel within the validity period. Travelers will be required to show their approved health QR code at check-in.

Mandatory health declaration form for Xiamen
Travelers arriving at Xiamen (XMN) are required to present a completed health declaration form before arrival.
Travelers will be directed to download the WeChat app if it is not yet installed on their device. If installed, the WeChat app will redirect to the travel registration form.
Mandatory health declaration form for Hangzhou
Travelers arriving at Hangzhou (HGH) are required to present a completed health declaration form before arrival. This form is only required for travelers entering Hangzhou.

Mandatory COVID-19 test on arrival
Travelers are required to take a COVID-19 PCR test on arrival.
Mandatory 7-day quarantine
Travelers are subject to health checks (likely involving nucleic acid or swab tests), including during transit, followed by a 7-day quarantine at a government-selected facility or hotel at the traveler’s expense additionally the travelers are required to undergo 3 days home quarantine. During this period follow-up COVID-19 tests are likely to take place. Those failing health checks or with positive COVID-19 test results may be sent to a designated hospital for treatment.
