  • Permanent residents;
  • Unvaccinated travelers under the age of 5;
  • Some categories of employer-specific work permit holders;
  • Foreign nationals for compassionate reasons in specific and limited situations, including to say goodbye to a loved one, provide care for a loved one, or attend a funeral;
  • Foreign nationals arriving directly from the US for a non-discretionary purpose;
  • Persons registered under the Indian Act;
  • International students approved by a provincial or territorial government as having a COVID-19 readiness plan will be allowed to enter Canada;
  • Fully vaccinated travelers who have completed the full course of vaccination with a Government of Canada-accepted vaccine (pending confirmation).
  • Travelers arriving from the conflict situation in Ukraine.

Before boarding an aircraft for a flight between two points in Canada or a flight to Canada departing from any other country, every traveler must confirm to the private operator or air carrier operating the flight that they understand that they may be subject to a measure to prevent the spread of COVID-19 taken by the provincial or territorial government with jurisdiction where the destination aerodrome for that flight is located or by the federal government.

Proof of negative pre-departure COVID-19 test results for unvaccinated travelers

Description

Unvaccinated travelers must have a negative COVID-19 molecular (PCR, RT-PCR, NAAT, RT-LAMP) or rapid antigen test result.

The molecular tests must be taken a maximum of 72 hours before the scheduled departure of their last direct flight to Canada, and the antigen tests must be taken a maximum of 1 day before the scheduled departure of the last direct flight to Canada. Home tests are not accepted.

Travelers returning from short trips must take the test outside of Canada.

Travelers who have previously tested positive for COVID-19 may alternatively provide proof of a positive COVID-19 molecular test taken between 10 calendar days and 180 calendar days before departure. Counting starts the day following the day of testing. For example, if a positive COVID-19 molecular test was taken on January 1st, the 1st-day travelers could use it for entry into Canada by land or water would be January 11th. If travelers are flying, the earliest scheduled departure date of a flight to Canada permitted would be January 11th.

Test results must include the traveler’s name and date of birth, the name and address of the laboratory/clinic/facility that administered the test, the date on which the test was taken, the type of test taken, and the test result.

Travelers who fail to comply, or provide untruthful information on this measure, may be subject to a penalty or a fine. Travelers who are unable to provide evidence that they have received a result of a COVID-19 test may not be permitted to board.

Unvaccinated travelers are required to submit a quarantine plan, contact information, travel details, and a COVID-19 “self-assessment” a maximum of 72 hours before arrival. The information must be submitted digitally through the ArriveCAN app.

Travelers who fail to comply, or provide untruthful information, such as vaccination status or quarantine accommodation details, may be subject to a penalty or a fine.

Unvaccinated or partially vaccinated travelers aged 5-11 are not required to provide quarantine plans when traveling with a fully vaccinated adult.

Mandatory COVID-19 test on arrival for unvaccinated travelers

Description

Unvaccinated travelers are required to take 2 COVID-19 molecular tests on arrival in Canada.

The first COVID-19 test must be taken by the end of the next calendar day after arrival in Canada. For example, if travelers arrive in Canada at 9:00 am on July 1st, they should complete their arrival test by 11:59 pm on July 2nd.

The second COVID-19 test must be taken on day 8 of the mandatory 14-day quarantine.

Travelers are strongly recommended to pre-register for their molecular COVID-19 test before landing in Canada to avoid long lines and delays in processing.

Travelers who do not qualify as fully vaccinated will receive an email notification within 15 minutes of completing their customs declaration. The email will contain information to help them arrange for their test with a testing provider in their region. Unvaccinated travelers can complete their COVID-19 tests by a virtual appointment or an in-person appointment with the test provider at their store or select pharmacies and still respect their quarantine requirements.

Travelers will receive a COVID-19 test kit and instructions before leaving the airport/border. Those who refuse may be fined up to CAD 750,000.00 or face imprisonment.
