Proof of negative pre-departure COVID-19 test results before exiting Sierra Leone
Departing travelers must book a test on the government online portal. The test must be a COVID-19 PCR test taken a maximum of 72 hours before departure from Sierra Leone. A negative COVID-19 PCR test result should contain a QR code.
This requirement does not apply to:
- Travelers under the age of 5;
- Travelers staying for 5 days or less.

No proof of negative pre-departure COVID-19 test results required for vaccinated travelers
Fully vaccinated travelers from selected countries do not need a negative test result.
Mandatory health declaration form
All passengers arriving in Estonia must submit a health declaration form a maximum of 72 hours before their arrival in Estonia. Travelers should keep the confirmation e-mail after completing it electronically or print it out before traveling.
The requirement does not apply to:
- Travelers that have recovered from COVID-19 with accepted proof;
- Travelers that have been fully vaccinated with accepted proof;
- Travelers that have recovered from COVID-19 and have been vaccinated with accepted proof;

Mandatory proof of vaccination
Travelers who are fully vaccinated must present an immunization passport, a copy of the immunization passport, or a relevant certificate, in Latin or Slavic alphabet, in Estonian, Russian, or English. A certificate will show proof of COVID-19 vaccination and its details and that no more than 1 year has passed since its completion.
Travelers must follow the manufacturer's instructions in regards to the waiting period between their final dose and full immunization.
- 7 calendar days after getting the second dose of Pfizer/BioNTech COVID-19 vaccine,
- 14 days after getting the second dose of Moderna or AstraZeneca COVID-19 vaccine,
- 14 calendar days after getting a single dose of the Janssen COVID-19 vaccine.
For other COVID-19 vaccines not mentioned in this section, the instructions from the manufacturer regarding achieving maximum immunity (e.g. 21 days after the second dose of Sputnik V) must be followed.
Travelers with access to the EU Digital Certificate may use it to present proof.
No quarantine required for vaccinated travelers
Fully vaccinated travelers are not required to quarantine on arrival.
Mandatory COVID Certificate for public activity
Travelers over the age of 18 must have a valid COVID Certificate to enter most public establishments. The certificate will prove the traveler has been vaccinated, has recovered from COVID-19, or has tested negative.
Anyone who has been vaccinated abroad can prove they have been vaccinated by presenting a vaccine passport, a copy of the passport, or an officially verified excerpt from a database in a foreign country. The document must be in the Latin or Cyrillic alphabet and in Estonian, Russian, or English and must contain the following information:
- The disease against which the individual was vaccinated;
- The date of immunization;
- The brand name of the vaccine;
- The number of doses administered;
- Information on the certificate issuer (i.e. the CDC).
