Travel is allowed with restrictions
Travelers are allowed to enter Turkey. Please check the documentation, quarantine, and/or testing requirements before traveling.
Transit is allowed
Travelers are allowed to transit through Turkey.
Before You Leave
No proof of a negative pre-departure COVID-19 test required for vaccinated travelers
Fully vaccinated travelers who do not have a travel history in selected countries in the 14 days before travel are not required to have a negative test result.
Mandatory proof of vaccination
Fully vaccinated travelers arriving from selected countries must have a vaccination certificate issued by the World Health Organization (WHO) or the Turkish Ministry of Health showing they have been fully vaccinated at least 14 days before their arrival.
Vaccination certificates from Serbia, Hungary, Kazakhstan, Iraq, Libya, Japan, Indonesia, Philippines, and Egypt are accepted by Turkey.
This requirement does not apply to:
- Travelers under the age of 12.
Mandatory Entry Form
Travelers must complete an Entry Form online a maximum of 72 hours before departure to Turkey. A private HES code will be created automatically by the given information. Travelers must show proof of having completed the form or their HES code. Travelers may be required to show HES code when entering some places like museums, art galleries, and some other indoor public places.
This requirement does not apply to:
- Travelers in transit;
- Travelers under the age of 6.
No proof of a negative pre-departure COVID-19 test required for transit
Travelers are not required to provide proof of a negative COVID-19 test result to make a transit connection in Turkey.
Travelers may need to present proof indicating they are allowed to enter their destination country.
COVID-19 test may be required on arrival
Travelers may be required to take a COVID-19 PCR test randomly on arrival.
Quarantine may be required
Travelers may be required to quarantine on arrival if they test positive on arrival, or have close contact with a positive COVID-19 case or if the authorities see it necessary.
Travelers with positive test results, and who have been in close contact with such travelers are required to quarantine for 14 days at the addresses they have determined, and if the results of the COVID-19 PCR tests to be taken at the end of the 10th day are negative, the quarantine shall be ended.
The quarantine of travelers who are identified to have Delta variant shall be ended upon submitting a negative COVID-19 PCR test result at the end of the 14th day.

Masks are mandatory in public transportation
Travelers must wear masks while using public transportation, during flights, and at the airport.
Mandatory HES code for Turkish citizens and residents
Turkish citizens and residents are required to have a HES code (Hayat Eve Sığar) for domestic flights, trains, and ferries. Istanbul has implemented a new law that states the Istanbul Kart for anyone aged 2 years and older has to be connected with their HES code in order to use public transportation.
