Mandatory proof of vaccination

Travelers who are fully vaccinated must present an immunization passport, a copy of the immunization passport, or a relevant certificate, in Latin or Slavic alphabet, in Estonian, Russian, or English. A certificate will show proof of COVID-19 vaccination and its details and that no more than 1 year has passed since its completion.

Travelers with access to the EU Digital Certificate may use it to present proof.

Travelers over the age of 18 must have a valid COVID Certificate to enter most public establishments. The certificate will prove the traveler has been vaccinated, has recovered from COVID-19, or has tested negative.

Anyone who has been vaccinated abroad can prove they have been vaccinated by presenting a vaccine passport, a copy of the passport, or an officially verified excerpt from a database in a foreign country. The document must be in the Latin or Cyrillic alphabet and in Estonian, Russian, or English and must contain the following information:

  • The disease against which the individual was vaccinated;
  • The date of immunization;
  • The brand name of the vaccine;
  • The number of doses administered;
  • Information on the certificate issuer (i.e. the CDC).
