Most international travelers that have been in or transited through selected countries in the past 14 days are not allowed to enter Puerto Rico.

More Details

Entry restrictions do not apply to:

  • American citizens;
  • Legal permanent residents;
  • Certain family members of U.S. citizens or lawful permanent residents including; spouses, children (under the age of 21), parents (provided that his/her U.S. citizen or lawful permanent resident child is unmarried and under the age of 21), and siblings (provided that both the sibling and the U.S. citizen or lawful permanent resident are unmarried and under the age of 21);
  • Students with F and/or M visas.

Proof of negative COVID-19 test results

Description

Travelers must have an original negative COVID-19 viral test result (NAAT: RT-PCR, RT-LAMP, TMA, NEAR, HDA, or Antigen: Rapid). The test must be taken a maximum of 72 hours before arrival in Puerto Rico. Results must be uploaded to the online portal, which will generate a QR code.

This requirement applies to all travelers, including US citizens, residents, and transit travelers.

This requirement does not apply to:

  • Travelers who have recovered from COVID-19. These travelers must show proof of a positive viral test from the preceding 90 days and a letter from their healthcare provider or public health official stating they are cleared to travel. Please see the source for more details.

Mandatory health pass for residing in accommodations and indoor activity

Description

All travelers staying 1 night or more at any accommodation, as well as travelers wanting to enjoy indoor establishments where food and beverages are prepared and served, are required to have proof of being fully vaccinated or a valid COVID-19 test result.

Vaccinated travelers must be fully vaccinated with vaccines authorized by the FDA. Travelers without proof of vaccination must have a negative COVID-19 test result. The test can be a PCR test or an Antigen test taken a maximum of 72 hours before check-in at their accommodation or upon entry of an indoor food and beverage establishment.

Travelers staying longer than 1 week, must continue to present negative COVID-19 PCR test results on a weekly basis.

Travelers who are not vaccinated due to medical or religious reasons must provide proper documentation confirming this and are still required to present negative tests on a weekly basis.

Description

Unvaccinated travelers (regardless of vaccination status) arriving without a negative test result must take a COVID-19 PCR test a maximum of 48 hours after their arrival, or they will receive a $300 fine. They must quarantine until they receive negative results. If positive, the person must isolate and seek medical attention.

If a traveler is still awaiting results from a test taken no more than 72 hours prior to arrival when they land, they will have up to 48 hours to upload those results for the fine to be dismissed and must quarantine while awaiting results.

All travelers aged 2 years and older must wear masks at the airport and in all indoor spaces. Unvaccinated travelers and travelers between the ages of 2 and 11 must also wear masks in public areas when unable to social distance.

Travelers under the age of 11 are required to keep masks on at all times while in food establishments, except for when eating or drinking.
