Travel is allowed with restrictions
Travelers are allowed to enter Romania. Please check quarantine or testing requirements before traveling.
Before You Leave
No proof of a negative pre-departure COVID-19 test required for vaccinated travelers
Fully vaccinated travelers from selected countries are not required to have a negative COVID-19 test result.
Mandatory passenger locator form
Travelers are required to complete an online Passenger Locator form a maximum of 24 hours before arrival to Romania. The printed form is available for download.
Mandatory proof of vaccination to avoid quarantine
Vaccinated travelers must have proof of having received all doses required from one or a combination of approved vaccines at least 14 days before travel to avoid a 14-day quarantine. Vaccines approved include Pfizer, Moderna, AstraZeneca/Covishield, Janssen. Please check the source for more details.
Travelers with access to the EU Digital Certificate may use it to present proof.
This requirement does not apply to:
- Travelers with proof of COVID-19 recovery issued in the last 180 days;
- Travelers under the age of 12.
No quarantine required for vaccinated travelers
Vaccinated travelers arriving from selected countries with valid proof of vaccination are not required to quarantine on arrival in Romania.
Health pass may be required for indoor activities
Travelers are required to have the European Union Digital COVID Certificate, a Romanian-issued “Digital Green Certificate/Green Pass”, or valid proof of vaccination, recovery from COVID-19 in the past 180 days, or a negative COVID-19 test to access many public locations and to participate in certain activities. Locations that require proof include indoor or outdoor seated dining at restaurants, accessing hotels and B&Bs, shopping malls, museums, exhibitions, cultural sites, non-essential stores, swimming pools, gyms, and other venues.
The Green Pass is not required for locations that provide essential services, such as food stores, pharmacies with direct access, or religious services.

Travelers aged 5 years and older must wear a mask on public transportation and in indoor and outdoor public spaces where physical distancing cannot be maintained.
