The following information is applicable to people who are fully vaccinated and traveling from Cocos (Keeling) Islands to Japan.View restrictions for unvaccinated travelers

Entry is restricted for international travelers
Most international travelers are not allowed to enter Japan. Travelers without a re-entry permit must apply for a visa from a Japanese embassy or consulate to be approved for entry.
Re-entry permission candidates:
- Japanese nationals;
- Holders of permanent or long-term residency permits (eijusha or teijusha) with a re-entry permit or re-entry confirmation letter;
- Spouses or children of Japanese citizens or permanent residents with valid visas;
- Direct relatives of Japanese nationals with valid visas.

The Business Track and Residence Track programs have been suspended until the lifting of the state of emergency in Japan.
Transit is allowed
Travelers arriving by air are allowed to transit through Japan as long they stay in the international departure area until their next flight.
Before You Leave
Proof of negative pre-departure COVID-19 test results
Travelers must have a negative COVID-19 (RT-PCR, LAMP, TMA, TRC, Smart Amp, NEAR, or CLEIA) test result. The test must be taken a maximum of 72 hours before departure. The test must be conducted by either a nasopharyngeal swab, saliva sample, or a combination of nasopharyngeal and oropharyngeal swabs.
This includes Japanese nationals, Business Track, and Residence Track travelers too.
Quantitative COVID-19 antigen tests are accepted, however, please check the source to verify the valid format for the certificate of negative results.
The test results must have a name, passport number, nationality, date of birth, gender, test method, test result, sample collection date and time, test result determination date, test certificate issuance date, medical institution name, address, medical institution imprint or signature in English.

Mandatory quarantine questionnaire
Travelers must fill up a quarantine questionnaire form, 1 per person, and present the QR code upon arrival. Paper forms are also available at the airport.
Mandatory proof of vaccination
Travelers are considered fully vaccinated after at least 14 days have passed since receiving the second dose in a 2 doses regime. The day of the second vaccination does not count as one of the 14 days. For travelers who received 2 different types of vaccines, vaccines must be accepted in Japan. Vaccines accepted in Japan are Comirnaty/Pfizer, Vaxzevria/AstraZeneca/Covishield, and Moderna. The following items on a vaccination certificate such as name, date of birth, the vaccine name, date of vaccination, and a number of doses must be listed either in Japanese or English. The COVID-19 vaccination certificate must be issued by an official body such as the government of any of the countries approved.

No proof of a negative pre-departure COVID-19 test required for transit
Travelers who are not entering Japan and transferring directly to a third country by transit, are not required to submit any documents and undergo COVID-19 PCR tests.
The following cases require entry into Japan hence have to go through regular entry procedures:
- Transferring between Tokyo International Airport (Haneda Airport) and Narita International Airport;
- Travelers with a connecting flight out of Narita International Airport the following day.
Mandatory COVID-19 test on arrival
Travelers including Japanese nationals are required to take a COVID-19 PCR test on arrival.
Mandatory 10-day quarantine
Travelers arriving from selected countries who do not have a travel history in selected countries in the past 14 days before travel are required to quarantine on arrival in Japan at their own residence and avoid using public transportation.

Mandatory written pledge
All Japanese nationals and foreign nationals with a status of residence traveling to Japan are required to pledge to follow specific health measures and provide their contact information.
