Entry restricted for international travelers
Travelers are not allowed to enter the Cook Islands. Access to the Cook Islands is via New Zealand only. All travelers outside of New Zealand will need to meet New Zealand entry travel requirements.
Before You Leave
Proof of a negative pre-departure COVID-19 test result
All travelers are required to have a negative COVID-19 PCR test result. The test must be taken a maximum of 48 hours before departure to the Cook Islands.

Mandatory proof of vaccination
Travelers must have a valid vaccination certificate showing they have received 2 vaccine doses 14 days before traveling to the Cook Islands.
This requirement does not apply to:
- Travelers under the age of 12 years and 3 months.
Mandatory travel authorization
All travelers planning to stay in the Cook Islands for more than 31 days are required to have a Cook Islands stamp or a permit issued by the Ministry of Foreign Affairs and Immigration. Travelers are required to complete a medical immigration form before traveling, with an accredited doctor in New Zealand.

Recommended contact-tracing app
Travelers who will be staying in more than one location are recommended to register on the CookSafe+ app and be assigned a unique CookSafe QR Code to track the traveler's movement and help with contact tracing when in Cook Islands.
Recommended travel insurance
Travelers are recommended to have travel insurance that provides coverage against COVID-19 before their travel.
No quarantine required for vaccinated travelers
Vaccinated travelers are not required to quarantine on arrival in the Cook Islands.
Mandatory health declaration
Travelers are required to complete an international health declaration form on arrival. The form can be completed before departure from Auckland, on the plane. Travelers can complete the form online or a hard copy will be provided at the airport.
Unvaccinated Cook Islanders and permanent residents are required to email [email protected] for quarantine arrangements.
